If you're playing the DS version then yes his stats do not go up. It sucks, i know, but thats how that version works. I believe he does get stronger in previous versions (GBA, SNES).
nah they don't go up in any versions of the game. He's sufficent enough to get you through that point of the game though, so don't worry about it.
