If level 46 is your worst level, you shouldn't be having a problem unless the battle speed is on 1 and your picking your attacks with your teeth.
Do you have Cecil and Kain's Ice weapons?
Okay, yet another problem with a boss battle! His Inferno/Fira spells arekicking my ass before I can really get started. I know to wait until his cloak is open, and heal/defend when it's closed. My lowest level character is Edge (Lvl 46), and my highest is in the low/mid 50's. What's the secret to beating this guy?!

I'm pretty sure you know that you have to use Edge's Steal when his cloak is open. That cancels his Inferno, you know? That way you can heal little when he uses regular spells.

De-equip any "Fire" equipment you have (Fire Shields, Flame Armor), since Fire equipment is weak to fire(strange but true), and will make the battle much more difficult. Replace it with Ice equipment wherever you can, and use Mythril equipment if you have to, but just keep the Fire equipment off at all costs.
If you're lucky enough to have a Cursed Ring, throw that on whoever has Ice equipment so you can absorb Rubicante's fire attacks.
