I felt the same with Silent Hillownpour. Just playing it at night and especially when it was raining outside added to the whole feeling of playing it.
Possibly because the AI senses it'll do more damage--aero spells are on a higher tier than fire.
I don't own FFXIII or any console above a PS2. I've just watched a friend play a few areas and battles and even when he uses Libra at the start and it says Weak to Fire, his other players wont cast it. They like using Aero more.
