Not exactly. Ilia possesses incredible physical power. For some reason, with the Dragon Claws, she attacked twice per hit.
That must mean the developers REALLY want you to get Mavelle... And why not, she's the strongest character!

Oh wow! Roddick can help Mavelle stay, too! A lot of things change with just Roddick, Ilia, Millie, and Mavelle... The bar scene is much different... Talking with Mavelle afterwards, and Roddick can choose to stop her from leaving!
