Haha, that's kinda coincidental 'cause I only learned how not so long ago meself lol. Anyhoo... so, you go to 'Layer' at the top, click 'Layer style' and then 'Outer Glow'. There's loads of other stuff you can do on there, too, like you can put an outline on the image and a pattern, etc.... You have Photoshop, right?

Well, you know, you could always re-copy the pic of her on top and then it would look fine . And if the other pic of her shows through under neath, you could put a glow around her to cover it. =D
