I can tell you now, I have as follows: 3 LV panels A LV Doubler with 4 LVL in it. Triple - cast with fire and blizzard in it. A guard panel. A Scan panel. A Lift Gear with a Ability Unit and a Power Unit in!
Yeah, it's more then just cast uses. The level magic is another way to level them up, I think, but this set-up is good. My DS is charging, so I can't tell you my setup right NOW... BTW, this is my favourite Star Ocean theme: YouTube - Top VGM #308 - Star Ocean 2 - Mission to the Deep Space Love it.
