However, I'm torn on the issue of how someone who is deliberately responsible for 93 deaths can be "restored". I like the idea of a more restorative prison system, and I think its been proven successful, but this is a little much for me.

It probably sounds weird from your perspective. Don't they give out 700+ year sentences in the States? Had this happenned here, 22 years would probably be on the higher end of what he could receive. I'd imagine there'd be no parole (because not only do we have short sentences, but they're rarely if ever fully served). I'm not sure what I think. I think for most murderers, ~20 years is suitable. But for this guy, I'm not so sure. It shouldn't be a 'punishment' as such, but a place to hold him until he is no longer a threat to the public. Why spend anymore of the public's money on this man than you need to? EDIT: I just read more than the first page. There's a reason you have a high crime rate, and high recidivism rate, whereas Norway has neither.
